Government implements Modified ACP Scheme

As assured by Government, for implementing modified ACP scheme after elections, the order for modified ACP Scheme in line with Sixth Pay Commission Recommendations has finally been issued by Government.

Features of MACPS (Modified Assured Career Progression Scheme) :

  • There shall be three financial upgradations under MACPS counted from the direct entry grade on completion of 10, 20 and 30 years.
  • Financial upgradation under the scheme will be admissible whenever a person has spent 10 years continuously in the same grade pay.
  • The grade pay at the time of financial upgradation under MACPS can in certain cases where regular promotion is not between two successive grades, be different than what is available at the time of regular promotion.  In such cases the higher grade pay attached to next promotion post in the hierarchy of the concerned cadre/organization will be given only at the time of regular promotion.
  • The financial upgradation under the MACPS would be admissible up to the highest grade pay of 12,000 in PB-4.
  • The pay shall be raised by 3% of the total pay in the pay band and the grade pay drawn before such upgradation.  There shall be no further fixation at the time of regular promotion if it is the same grade pay as granted under MACPS.

    Respected Sir,
    With due respect I would like to inform you that I am working with CPWD (Urban Development Ministry, New Delhi).
    I joined CPWD on 12/09/1988 at a pay scale of 2550-55/3200. After 12
    years as accordance with 5th pay commission in the year September
    2000, I received my first ACP and upgraded to the pay scale (S-2A)
    Rs.2610-65-3300-70-4000. On 1/1/2006 as per 6th pay commission when my
    old basic pay was 3510 which as per the new pay scale got upgraded to
    Rs.5200-20200, grade pay Rs.1800. I am Matric pass with an experience
    of 21 years with CPWD, So as per the 6th pay commission which grade
    pay I need to receive Rs.1900,Rs.2000 or Rs.2400. I would appreciate
    if I am informed on which date I will get my 2nd ACP and what is going
    to be my upgraded or new grade pay after the 2nd ACP at that point of
    time?
    As per the 6th pay commission for LTC, it is been
    given that 3 LTC and one all India tour will be sanctioned by
    government in one block year (4 years 2006-2009). I have been to my native in year 2006 and 2008, will I be getting the LTC for the year2009? Please specify whether this update is applicable for the entire employee or the newly selected employees.

    information as soon as possible.

    Please clarify the follwing doubts in the light of the MACP Scheme :

    As per the MACP , financial upgradation will be admissible in the next higher grade pay whenever an employee has spent 10 years continuously in the same grade.

    Sir,
    I have have joined as Staff Nurse in one of the Central Govt. Hospitals in New Delhi in Sept.1992 (Rs.5000-8000) (6th CPC had upgraded this scale to Rs.7450/- + Rs.4600/- GP from 1-1-2006). After six years of continuous service, i.e. in July 1998, I have got my NFSG scale of Pay i.e. Rs.5500-9000 (6th CPC had upgraded this scale to Rs.7500/- + Rs.4800/- GP since 1-1-2006). So, from 1998, I have completed more than 10 years of continuous service in the pre-revised scale of pay of Rs.5500-175-9000/- [Revised – PB-2 Rs.9300-34800/- + Grade Pay Rs. 4800/-] as on July, 2008. As per the DoPT OM, I am eligible for the financial upgradation/next immediate higher grade pay i.e. Pay Band-2 : Rs.9,300-34,800/- + Grade Pay Rs.5,400/- w.e.f. July, 2008.

    But the Hospital authorities are denying this benefit to me and other similarly placed staff nurses by saying that the promotion (i.e. the NFSG) I got was not a regular promotion so I must wait for completion of 20 years of service for the next upgradation.

    Since I have rendered more than 10 years continuous service in the same grade, will I be entitled for the next upgradation from Sept. 2008 ? or whether I must wait for the completion of 20 years of service for the next upgradation ?

    I have joined as MAST TECHNICIAN in Doordarshan on July 31, 1986 in Pay scal of 1320-30-1440-40-1560-60-1640.
    Sir, I got promoted by departmental exam on dt. 17-01-2001. about 14 year and six month after joinig as ENGINEERING ASSISTANT. in the pay scale of 6500-200-10500.
    Sir, but department always ignor me from MACP, even after 25 years total service. No single one MACP is given to me.

    Sub : Denial benefit of MACPS

    1. Initial appointed as Tech-III in Mar-92.
    2. First promotion after passing LDCE 25% as JE-II in Sept-98.
    3. GP-4200 fixed from 01-09-98.
    4. After completion of 10 years in same GP on 01-09-2008 due for my 1st MACPS benefit.
    5. But in continuation of my regular service, my without break 78weeks promotional training period not counted for MACPS ( It is not a initial pre appointment training ).
    6. Hence, 1st MACP offered after completion of my promotional training period i.e. from April-2000 – instead of Sept-2008.

    Request:

    However this is purely financial up gradation scheme & it is related with GP only
    and it is clearly mentioned in MACPS RBE letter No.101/2009 dt.10.6.2009 Annx.I
    Para-I, that, “Financial up gradation under the scheme will be admissible
    whenever a person has spent 10 years continuously in Same Grade Pay”

    Therefore requested for granting 1st financial up gradation w.e.f. Sept-2008.

  5. I joined ICAR services on 21.6.1975 I was promoted to UDC trough limited departmental exam during 1983 and thereafter promoted to Asstt. on 27.4.1993. I refused promotion as AAO offered to me during Sept. 2005(i.e. after 3 months of completion of 30 years of service). I had completed 30 year of service on 21.6.2005 and 10 year of service as Asstt. on 27.4.2003. As per para 25 of MACP kindly advice whether I am eligible for 3rd financial up gradation on 27.4.1993 (i.e. 1.9.2008 date of implementation of macp) as my office has not granted me 3rd financial up gradation with the view that I had refused promotion offered to me during sept., 2005 whereas I had been stagnated to the post of Asstt. on 27.4.2003.

  6. Sir, My appointment as LDC thro’ SSC in AFHQ Cadre in N. Delhi was on 19-01-1988. Got promoted to UDC on 27.05.1996. But I joined Ordnance Factory Dum Dum, Kolkata on 01-11-1997 in the lower grade i.e., LDC by taking reversion on own request as Ord. Fy. Dum Dum did not accept me to join as UDC. Here I was again promoted to UDC on 30-04-2004. I did not get any ACP during my long 22 years of srvice till date. Now I have applied for MACP to next GP Rs.2800/-. Please clarify and state if I am eligible. Thanking you.

  7. I joined my organisation on 23/09/90 as HC radio mechanic. Rank of Hc radio mechanic merged to ASI radio mechanic during 5th pay commision. I got my first ACP on 29/12/04 being fit for next promotion after completion of required courses. Now i have completed 20 years from my entry grade. Please clarify whether i am eligible for the 2nd upgradation under the MACP scheme or i will get that after 10 years from grant of 1st ACP?

  8. i was redeployed as LDC after being declare surplus in the pay scale of 1200-2040 since 6.6.1993. i have not cleared Type Test and has been exampted by Delhi Govt. on Fab. 2011 after ataining as of 45 years my D.O.B 25.02.1966.
    Sir, I will like request you to clearify whether passing out of Type Test is compulsory for Grant of ACP/MACP.
