Key Features of Modified ACP Scheme

As you all know, the much awaited modified career progression scheme (MACPS) announced by the Government on 19.05.2009. Check out here to download the Office memorandum dated 19.05.2009 for MACPS

Needless to say, proper interpretation of a policy framework is very much vital to implement the same according to its intention.

We thought of highlighting the key features of this scheme to make it simpler to understand.

  • Three financial upgradation to be granted after 10, 20 and 30 years. (Para 1 of Annexure 1 to MACP Order dated 19.05.09)
  • All cadres including Group A (excluding organized Gr.A services) are eligible for grant of MACP. (Para 3 of Order dated 19.5.09)
  • Financial up gradation will be in next higher grade pay in the hierarchy of Grade Pay and not in the promotional hierarchy (as it was earlier). (Para 2 of Annexure)
  • An employee who completes 10 years of service in a particular grade will qualify for grant of MACP. Service rendered in a lower grade will not be counted for grant of MACP after completion of total qualifying service of 10 years. For example if an employee gets regular promotion to the next grade after completion of 5 years of service in a particular grade, he will have to wait till the completion of 15 years of regular service for 2nd MACP. Like wise 3rd MACP for him will be given after completion of 25 years of regular service (Illustration 1 Para 28 (i) and (ii))
  • However, after 1st regular promotion or 1st MACP, completion of 10 years of regular service in a grade or total qualifying service of 20 years or 30 years whichever falls earlier will be the milestone for grant of next MACP (Illustration 3 Para 28 B)
  • The service rendered by the existing employees prior to implementation of the MACPS viz., prior to 1.9.2008, will also be taken in to account for calculating the 10, 20 and 30 year milestones for granting MACP. For example, if an employee joins in a CG Department during the year 2000, he is eligible to get a financial upgradation during the year 2010. (Para 9 of Annexure)
  • Similarly, employees who were granted financial upgradation under previous ACP scheme i.e., prior to the introduction of MACPS with effect from 1.9.2008, will be eligible for financial upgradation under MACPS after completion of 20 years and 30 years of service, irrespective of regular promotion given to them if any, between their 10 to 20 years of service or between 20 years and 30 years of service. For example if an employee was given 1st ACP under old ACP Scheme after completion of 12 years of service and a regular promotion after completion of 18 years of service, he will be eligible for 2nd MACP after completion of 20 years of service. (Para 9 of Annexure and Illustrations in Para 5 and Para 28)
  • Financial benefit an employee gets as a result of pay fixation during MACP will be 3% of basic pay (pay in pay band plus the grade pay before MACP) and the difference in Grade pay before MACP and grade pay after MACP. Option for fixation of pay is also available. (Para 4 and 7 of annexure)
  • If an employee gets a regular promotion to a grade which carries same grade pay which he is receiving now after grant of MACP, no further pay fixation will be allowed at the time of said regular promotion. If an employee gets a regular promotion to a grade which carries higher grade pay than the grade pay he is receiving now after grant of MACP, no further pay fixation will be allowed on account of the fact that his pay would have been fixed at the time of grant of MACP itself. However, difference in the grade pay he is getting now and the next grade pay in the hierarchy will be allowed as monetary benefit at the time of promotion. (Para 4 of Annexure)
  • In the case of employees who have been either promoted or given ACP prior to 6CPC implementation from a grade to another grade, pay scales of which have been merged now after 6CPC implementation, the said promotion or ACP shall be ignored and those emplyees are to be considered for financial upgradations equivalent to the number of milestones they have completed viz., 10 years , 20 years and 30 years milestones as the case may be prescribed in the MACPS for financial upgradations. (Para 5 and illustration thereof)
  • In cases where ACP was granted as per previous ACP scheme, but whereas after 6CPC implementation the next higher post which the employee got through ACP has been upgraded with higher grade pay, the pay of such employees in the revised pay structure will be fixed with reference to the higher grade pay granted to the post. To illustrate, in the case of a Jr. Engineer in CPWD, who was granted 1st ACP in old ACP scheme to the grade of Asstt. Engineer which carried the pre-revised scale of Rs.6500-10500 corresponding to the revised grade pay of Rs.4200 in the pay band PB-2, he would now be granted grade pay of Rs.4600 in the pay band PB-2 consequent upon upgradation of the post of Asstt. Engineer, to the grade pay of Rs.4600 in PB-2. However, from the date of implementation of the MACPS viz., from 1.9.2008, all the financial upgradations under the Scheme should be done strictly in accordance with the hierarchy of grade pays in pay bands as notified. (Para 6.2 of Annexure)
  • Grade Pay of Rs.5400 in PB-2 and Grade pay of Rs.5400 in PB-3 are two different Grade Pay for the purpose of MACP
  • Bench Mark (CCR/ACR Gradings) is “Good” up to GP 6600 thereafter is should be “Very Good”

  1. It is stated that “Grade Pay of Rs.5400 in PB-2 and Grade pay of Rs.5400 in PB-3 are two different Grade Pay for the purpose of MACP”.
    Then, if an employee is in PB-2 with a Grade Pay of Rs 5400 and is eligible for an upgradation, what will be his upgraded Grade Pay? Whether it will be Rs 6400 i.e., the next higher Grade Pay or his Grade Pay will remain unchanged.

I want to ask about 2nd acp My particulars are -Initially appointed as PGT on sep 1983,Sr scale-sep1995,Refusal of promotion as vp on jan 2007,promotion as vp 2008.What is the date. of my 2nd acp,what grade pay.At the time of sr scale my gradewas rs 5400 and at the time of promotion as v.p. my grade pay is also rs 5400 in p b. 3Now my gradeis 7500-12000 before revision.Mypay as p.g.t.sr scale wasalso as7500-12000 SIR,I got nothing,but suffer a monetory loss like bonus after promotin.pl help me in this regard.

    i want to ask that will i get any benefit from macp? , as i appointed on 30-jan-1975 & i got promotion as pgt in jan.1992. i received II acp in aug.1999. my grade pay at present is rs. 5400. i retired on 30-oct-2007.

    that I am working with CPWD (Urban Development Ministry, New Delhi). I
    joined CPWD on 12/09/1988 at a pay scale of 2550-55/3200. After 12
    years as accordance with 5th pay commission in the year September
    2000, I received my first ACP and upgraded to the pay scale (S-2A)
    Rs.2610-65-3300-70-4000. On 1/1/2006 as per 6th pay commission when my
    old basic pay was 3510 which as per the new pay scale got upgraded to
    Rs.5200-20200, grade pay Rs.1800. I am Matric pass with an experience
    of 21 years with CPWD, So as per the 6th pay commission which grade
    pay I need to receive Rs.1900,Rs.2000 or Rs.2400. I would appreciate
    if I am informed on which date I will get my 2nd ACP and what is going
    to be my upgraded or new grade pay after the 2nd ACP at that point of
    time?
    As per the 6th pay commission for LTC, it is been
    given that 3 LTC and one all India tour will be sanctioned by
    government in one block year (4 years 2006-2009). I have been to my
    native in year 2006 and 2008, will I be getting the LTC for the year
    2009? Please specify whether this update is applicable for the entire
    employee or the newly selected employees.
    So I request you to provide me with the relevant
    information as soon as possible.

  6. I joined service in 1989 at basic pay 6500/- (GP 4200), promoted to 7450/- (GP 4600) in 2004. What would be my current GP after the merger of the two scales and after MACP ?

    that I was working in Education Depaetment Retired on 31- Oct 09 in my entire service I got up gadition of 18 year in 1994 Become Lecturar in the year 2000. in the same pay scale but not get 27 year Up gradiation what are the order in such case and now what should do?

  8. Sir, I am working as a pharmacist since 25th april 1984. After 5th pay commission I was getting a pay scale of 4500-125-7000.After getting first ACP i was given a pay scale of 5000-150-8000. on 01-01-2006 I was receiving a basic pay of Rs.6800 when the 6th pay commission was implemented.Iwas plced in the pay band of Rs 9300-34800 and a grade pay of Rs 4200.Sir, I would like to know that what pay I will get as per 6th pay . My second ACP due on 25-04-2008.. I have also given option in the month of july 2007 that my pay be fixed after annual increment. What will be my grade pay after 2nd ACP on 24-04-2008- and pay to date . an early reply will be appreciated Thanks

  9. sir, i joined as agovt servant on 1.11.1989 . after completion of 12 years of my service , i got the ist acp in the scale of 10000-325-15200. in the 6th pay revision our post has been upgraded with the basic grade pay rs 6600 in pb3. what grade pay should i get currently.what grade pay our junior collegues who joined in the same job in 1995 should get . i have got ist acp on 1.11.2001 whereas our junior collegue has got ist acp in august 2007. please reply.

      I joined the govt job in Jharkhand in Nov 1989.In the 5th pay revision our basic scale was Rs 8000-275- 13500 and after receiving the 1st ACP in Nov 2001 ,I was placed in pay scale of Rs 10000-325- 15200 .In the 6th pay revision our scale was upgraded and the entry grade pay of Rs 6600 in PB3 was fixed.Please let me know what grade pay I should get as I have already got 1st ACP on 1-11-2001. Our junior colleguges who joined in our cadre in July 1995 and got ist Acp in AUgust 2007, what grade pay they should get at present ? Please reply

  10. I have joined as LDC on 08.10.1984, I have given 1st financial up gradation in the year of 1998 i.e. implementation of ACP order. I have been promoted as UDC on 06.08.2008 i.e. after putting off 23 years 11 months service. On 08.10.2008 i.e. completion of 24 years I got my 2nd financial up gradation according to ACP scheme in the revised pay scale of Rs. 9300-34800 with grade pay of Rs. 4200/- because till date there is no MACPs order issued.
    In our department the promotional avenues are so least that I am not hopeful for further promotion. Now with implementation of MACPs I will be given the grade pay of Rs. 2800/-on completion of 24 years regular service. Authorities are requested to kindly clarify the matter whether granted grade pay of 4200/ is correct as my case comes under past cases or revised the grade pay of Rs. 2800/-. If so, when will I get my next financial up gradation.

  11. 1. I joined ICAR services on 21.6.1975 I was promoted to UDC trough limited departmental exam during 1983 and thereafter promoted to Asstt. on 27.4.1993. I refused promotion as AAO offered to me during Sept. 2005(i.e. after 3 months of completion of 30 years of service). I had completed 30 year of service on 21.6.2005 and 10 year of service as Asstt. on 27.4.2003. As per para 25 of MACP kindly advice whether I am eligible for 3rd financial up gradation on 27.4.1993 (i.e. 1.9.2008 date of implementation of macp) as my office has not granted me 3rd financial up gradation with the view that I had refused promotion offered to me during sept., 2005 whereas I had been stagnated to the post of Asstt. on 27.4.2003.

    I joined as a TGT on date 22-10-1994 my basic pay is on jan-06 7250 / scale 5500-175-9000 . fixed on acp 7500/ (6500-200-10800 )on oct.06 after 12 years but as per 6cpc reviesed pay is on Ist jan-06 13490 (7250) + 4600.

    Pl. tell me
    1- when will give me 1st acp as per 6 cpc ?
    2- what will be fixed basic pay on acp date and what is basic pay on july- 2010.

    I was appointed as Supervisor-III on 7-10-1999 in the scale of pay 3050/-. Now after 6th pay commission I have been granted in the grade pay of Rs. 1900/-. Already I have completed 10 years service period. Kindly confirm me whether I will be entitled for the grade pay of Rs. 2,400/- or not, because I am technical staff (grade-III). A line of reply will be highly obliged.
